Whether the activation area costs more to register

The activation area is the first part of the region to be built, so you would expect land there to be valued higher. The government price list says otherwise, and the reason is that the list was drawn before the development existed.

Four of the twenty two villages have land inside the 22.54 square kilometre activation area. Their average published rate is not higher than the rest of the region, and one of them carries one of the lower rates anywhere in it. The registration charge is therefore no guide at all to where the development is happening.

01The four villages

The activation area is the first stretch of the region to be developed, about 22.54 square kilometres of it, and it is the part that carries the roads, the trunk services and the earliest construction. Four of the twenty two villages have land inside it: Bhimtalav, Dholera, Mundi, Rahatalav.

A reasonable expectation would be that land there is valued higher than land elsewhere in the region. That is not what the government price list says.

02The valuation predates the development

The average government rate across the four activation area villages is Rs. 4,87,650 an acre. The average across the fifteen other villages with a published rate is Rs. 3,53,971 an acre. The activation area is not systematically dearer, and one of the villages inside it carries one of the lower rates in the whole region.

The explanation is dull and important. The rate book was compiled in 2011. The activation area was defined and built afterwards. A price list drawn before the roads existed cannot reflect the roads, and this one does not.

03What follows from that

For a buyer it means the registration charge is not a guide to where the development is. The two are measuring different years. Anybody using government valuations to infer which villages the authority is prioritising is reading a 2011 document as though it were a 2026 one.

It also means the charge on an acre inside the activation area is currently low relative to what that land is being marketed at, and that gap will close whenever a revised rate book comes into force. When it does, every figure on this site changes with it. The reason no revision date is stated here is on the valuation base page.

Special Investment Region, SIR
An area notified under the Gujarat Special Investment Region Act 2009 and governed by a development authority rather than by the ordinary local body.
Jantri
The government's own price list for land. It is printed village by village and it sets the value the tax is charged on, whatever price the buyer and seller agree between themselves.
Annual Statement of Rates, the ASR
The formal name of the jantri. The edition used throughout this site is ASR 2011, which came into force on 18 April 2011 and is the edition available as a published rate book.
Town planning scheme, TP scheme
The process that takes the existing farm plots of an area, lays roads and services across them, and hands each owner back a smaller serviced plot.
Final plot
The serviced plot an owner is left holding once a town planning scheme has redrawn the area. It is smaller than the original field but it has road access and services.
